The primary goal is to focus resources on energy efficiency. Therefore, the stage in which Superbonus, with tens of billions charged to the state budget, has been used for public construction work together with interventions directly related to the environmental purpose must be overcome. After all, for “general” renovations there is a definite discount, albeit a relatively less favorable one. But what is related to the type of work is not the only share. The government is also considering limiting the public in which it may be possible to bring the discount back to the original level of 110 percent (since January 1 this year, it has dropped to 90 percent). These are public housing, nursing homes (Rsa), and condominiums. Under the latter, the aim would be to favor the so-called “incompetents” with a higher deduction, that is, those who have a low income and therefore pay zero or in any case very low Irpef, and have no possibility of exploiting the deductions, in the absence of a tax from which to subtract the sums in question. For these taxpayers, the possibility of taking advantage of the discount should come back on the invoice, i.e. not paying for the work directly rather than waiting for a refund of proportional amounts on the tax return. Thus a well-known problem will be solved, that of restructuring being blocked by the veto of low-income condominiums, unwilling to bear their share of the expenses. Others, on the other hand, will benefit from the subsidy in its traditional form, with the discount reduced further over time (70 percent in 2024 and 65 percent the following year).
The topic of revising incentives aimed at energy rehabilitation was also taken up in Pniec, the National Energy and Climate Plan that Environment Minister Bechetto just sent to Brussels in its final version. The text talks about “modernizing existing policies in order to increase the ratio between benefit and cost to the state.” Therefore, the government will work to “reform tax incentives that prioritize intervention (such as buildings with lower performance and cases of energy poverty) and differentiate the level of assistance based on effectiveness in terms of improving the energy performance of the building in terms of reducing consumption and increasing the use of renewable resources.”

Of course, the issue of finances needs to be addressed, as part of a maneuver that already promises to be “crowded” by the various needs and requests that will be made by the government and the majority. From the reformulation of the Pnrr targets that Minister Fitto is working on (which starts from the revision of the parallel plan known as “RepowerEu”) resources should arise for about 3 billion to be accurately allocated to Superbonus. As mentioned, the issue of the so-called “homeless” still remains, who, having started a business relying on the possibility of using a “bill discount” – and therefore not incurring the costs personally – have encountered the banking system which impedes the purchase of credits. A game that the revenue agency estimates is worth 7 billion.
