The party’s first secretary, Salvador Illa, proposed to the National Council to delegate the power to make this decision to the Socialists’ leadership. “Flexibility is necessary given the calendar to ensure agility,” Illa said.

The leader of the Peace and Security Council stressed that there is time before August 26 to conclude a “good agreement” with these two parties, and said that negotiations are continuing with “discretion”, “generosity” and “humility”.

In the Constitutional Law of the National Party Council, Illa called for progressive agreements in Catalonia to be reached “to stop the extreme right” and establish stable policies. He explained: “We have time until August 26 to bear fruit, we prioritize a good agreement, a strong agreement that provides stability and perspective for Catalonia, not an agreement to dismantle anything but to build on what has been achieved.”

Whether or not this final agreement with the ERC and Commons will be validated by the party’s executive authority.

The Peace and Security Council does not normally consult with armed factions to ratify political agreements, but it did so exceptionally to check support for an amnesty law last November, with 85.4% of the vote in favor.
