The government gave the green light to issue a decree-law on financial needs in expanding the budget and measures in the field of restructuring the public sector to accelerate administrative activity. This rule allows the general government and its public sector entities to formalize borrowing operations in any form as long as new accounts are not approved. In this way, the Catalan administration will be able to deal with the debt due in 2024, which cannot be postponed.
The total volume of these operations may not exceed the limit permitted by Law 2/2023, of 16 March, for the budgets of the Government of Catalonia for this year, with increased amounts derived from debt programs approved in application of the Budget Stabilization Rules. Grants of endorsements and guarantees are also regulated to meet Needs for the year 2024.
The Decree-Law also includes amending Law No. 11 of 2011 dated December 29 regarding the restructuring of the public sector to accelerate administrative activity in the part related to the Institute for Applied Research in the Automotive Field (IDEA). The aim is to adapt the current regulations so that the tender procedure for the new management contract for the complex located in Santa Oliva (Bakes Penedes) can begin. The government expects it could be formalized in September 2024, when the contract with the current winning bidder expires.
The decree law includes two articles, a repealed ruling and a final ruling, and is effective as of January 1, 2024.
