The Americans have been very clear about the fact that the weapons supplied by the United States should only be used to defend themselves against invaders, and not to attack the territory of the Russian Federation, let alone groups that have Russian domestic political goals. The question was asked by The Washington Post, and supported by anonymous sources in the Biden administration. Apparently, the same Americans want to warn the Ukrainians, who know that some artillery pieces end up in the wrong or unexpected hands.
